The guidelines for Legionellosis Control (L8) have been in place for over ten years.
L8 and a wide variety of other recent legislation and guidance require that water systems are properly installed, safely maintained and monitored to ensure effective hygiene control. This includes all premises where the Health & Safety at Work Act applies. Properties with hot and cold water services, tanks, calorifiers, showers, cooling systems and air conditioning are all now required to undertake Legionella risk assessments and implement Legionella control measures.  All actions have to be documents in the Legionella Water Services Record System/Log Book.

When investigating outbreaks of Legionnaire’s Disease, the HSE frequently finds that standards of technical competence are unsatisfactory. This is attributed variously to staff changes, insufficient training, lack of technical awareness and failure in communication and, and frequently lead enforcement action.

Insurance companies and other monitoring agencies such as Care Quality Commission (CQC), are now also specifically identifying Control of Legionella as a necessary aspect of property management, without which insurance cover or registration may be hard to obtain.

Legal precedent has identified that those designated as Responsible Persons must be specific trained in relation to their role, responsibility and liability.
The requirement for specific and accurate records has affected the majority of buildings and requires a renewed emphasis on implementing precautions, updating procedures and practices.  New technology has removed the requirement to have this as a paper-based records which can help compliance.
